Sounds like your Regulator/Rectifier faulty seen that is no charging when you crank up the throttle.
It should charging the battery every at idle speed.
1. Use the Amper Clamp Meter to check if your bike got any Parasitic Drain when it's key off(not in Park mode).
2. Use the Amper Clamp Meter to check if your bike got any charging current when engine on.
I was told that if my volts were up around 15-16 that it's the volt reg? I don't know if that's true. But so far 2 of my buddy are saying it's the stator. Ether the bolt holding the stator might have came alittle loose or that I need a new one. Thoughts?
If your engine running the voltage shoot up to 15-16v that is regulator problem, it turn AC from the stator to DC for the bike's electronics and recharge the battery, also it got a really important function which is to limited the voltage output never exist 14.x, 15-16v will have a great chance to burn up your bike's electronics, check the regulator if you got the voltage that high.
Sure the stator will make the bike got no charging if it's failed or loose, just beware if you have high voltage get into the system since the ECU & Dash are quite expensive.
Sounds like a bad battery to me.
Try with a second battery to see what happens, if you haven't, you can use your car battery to start the bike, if it starts and the volts are 1.4v at idle this means it's not your stator faulty.
If the symptoms are the same then probably the Regulator gone bad.
