I tend to doubt the victim cares who commits the crime against them, it's still a crime and they are still the victim. I don't think discounting it due to the perpetrator's nationality alters somebody's desire (right) to protect themselves in the slightest.

One of the guys who worked as a mechanic at my buddy's warehouse rentals was caught kidnapping a girl from a bar, criminal confinement, assault w/ a deadly weapon and dui. He was released from jail after serving 6 months. He's also an illegal immigrant from Guatemala. No deportation.
