Cooling fans wont cut on

My cooling fans aren't cutting on b/c the fan relay isn't being grounded. The thing is though that the wire the supplies the ground goes to the multifunction meter (unit that contains the odometer, tachometer, speedometer, and all that good stuff) and also to the ignition control module. I bought another icm for shits and put it in and the fans still didn't cut on. So I know that obviously leaves the multifunction meter, but i just wanna get some input from you guys to make sure im not missing anything so i dont waste any money on a new meter unit. And at what temperature are the fans supposed to cut on at???

unfortunately the ecu got nothing to do with it.
the gauge cluster unit is the module that controls the fan relay.
does the temp reading goes high? if the temperature on the gauge dont change then its probably bad thermal sensor.
u can bypass the thermal sensor by shorting the pins in the plug that connects to it.
the gauge then will show "HI" temp . and the fan should run
did u check if the fan relay is getting a constant + ?
if not , check for fan fuse .
check for connections between the fan relay and the gauge cluster .
if everything above is good , the gauge unit is bad.
