Rev Counter jumping, thinkg EXUP valve! Help?

Gday all. Just having a problem, more annoying than anything really. Rev counter on my '99 R1 keeps going from 0 to 7,000 RPM then back to 0 and so on. Been reading aout it and nelieve it to be a fault with the EXUP valve? I have had the fairings off and checked that the valve does the usual turn (hope using the right word) when the ignition is turned on and it seems to be operating normal when revving the bike. Can anyone tell me why the rev counter is coming up with this fault and what I can do to stop it?

The bike runs normal 95% of the time and the fault not always showing on the rev counter but when it does, the bike feels like its stutters under acceleration at low revs.

Any help or ideas would be appreciated.

I'd pull the valve and clean it up or at least check if it rotates freely. Here's a good procedure for adjusting the EXUP:

One thing it doesn't tell you though is after each adjustment, start the bike, turn it off and then turn on the key. This will initialize the motor and you can check your adjustment. Also, don't make the cables too tight or you will get errors. Better to be a tad loose.
