My R1 eats out women

Ohlins internals 2002 r1
I recently installed Ohlins internals kit in the front forks of an 02 r1. How is it supposed to feel.
It feels wrong. I opened them back up 3 times and all parts are in correctly. To me it feels like no rebound, none at all. Like, when the bike goes over a speed bump, it goes thwack on the way up when it tops out. (with max rebound set.)

correct amount of oil in? definatly got all the air out of the forks? Ohlins should give a bigger range and bouncing the forks at standstill you should be able to feel the difference in rebound settings. Sounds like there is no oil in there!!

yep
500ml in each one. so they are full. But I couldn't get the cartritges to fill up. They had an air gap inside. Does the tool that you pump the cartridges with - does it hold down the compression rod allowing better oil flow for charging?
