2002 over revving

Hi, I am in the forces and whilst deployed my bike was garaged and fitted with a optimizer. I went to start it today but it started ideling at just over 3000 in neutral. I tried taking it for a spin to see if this would free it up / settle it, but didn't. When riding if I pulled the clutch it seemed to reign it in a bit. Does anyone have any ideas what could be causing this? Many thanks in advance.

Check your fast iddle unit-it like to get dirty and stuck,spray with a bit of WD40 and push in a few times-VERY SLOWLY-be careful to do not damage bi-metal components inside.
Unit is located under the tank on the left hand side of the throttle bodies.
