CARB HELP PLEASE!!

I have cleaned my carbs and now need to sync them. When hooked up, the carbs are way out of sync. The #4 carb is way lower than the rest of the carbs. It seems that #'s 1 and 2 are the highest (mercury levels on Motion Pro tool) and closest together. #'s 2 and 3 are the lowest.

My problem is this .. the stop spring on the #4 carb won't stay on. It keeps popping off. Does anybody have any suggestions on what I can do to get this thing to fit on more permanently?

Also, how the hell do you adjust the screws needed to get the carbs in sync? I can't see them, let alone try and turn them?? :dunno

Okay .. I seem to be making progress. On my Motion Pro carb sync tool I have the carbs at:

Cylinder 1 Line on Motion Pro tool 22
Cylinder 2 Line on Motion Pro tool 25
Cylinder 3 Line on Motion Pro tool 18
Cylinder 4 Line on Motion Pro tool 17

My question is ... how close do these carbs need to be to be acceptable? Please help ... :dunno
