On the manual it states:

1. Tighten the bolts to 10 Nm (1.0 m·kgf, 7.2 ft·lbf) with a torque wrench following the tightening order.

2. Tighten the bolts to 25 Nm (2.5 m·kgf, 18 ft·lbf) with a torque wrench following the tightening order.

3. Tighten the bolts to 45 Nm (4.5 m·kgf, 33 ft·lbf) with a torque wrench following the tightening order.

4. Perform the following procedure to all the bolts one by one in the tightening sequence as shown in the illustration.

a. Loosen the bolt.
b. Tighten the bolt to 15 Nm (1.5 m·kgf, 11 ft·lbf) with a torque wrench.
c. Tighten the bolt further to reach the specified angle 160

My question is for the last steps a,b and c. Do I follow the steps of loosening each bolt then tightening each bolt to 15 Nm and then going again in sequence to the 160 degrees? Or is it a,b and c for each bolt all at once and then move on to the next bolt and do a b and c steps?

For the last step's parts, you would loosen all of the bolts. Then tighten each of the bolts to 15 Nm in the order that the manual states. Then tighten each bolt to the specified angle that the manual states in the specified order.

Wrong answer. You loosen each bolt and then retighten each bolt one-by-one.. At least according to the manual.
