I was riding last night and the FI symbol lit up. I did some research and found I had an error code 16, indicating that there may be a short in my throttle position sensor (TPS). I switched to diagnostics mode and moved the throttle from closed to wide open and the diagnostics indicated that the it went smoothly from 17% to 97%. Is my TPS okay?

I've also been having some overheating issues lately. I'll be driving at 35mph at 40F temps and my engine is at 200F. It never goes above 223. I'm not sure if these are related or separate issues. I'm really new to mechanical work, so any advice is greatly appreciated. :)

Was this 35mph in traffic? If so you won't have much air actually going thrue the radiator and temp will climb as long as your temp don't climb after the fan kicks on I'd say lack of air from low speed and or traffic

There wasn't any traffic. I'll pull up to a stop sign and the engine would get up to 223 with the fan on. Seems like my engine is running 20F hotter than it used to. The coolant is at a good level, but I haven't replace it in a 2 years.
