04 r1 Throttle hesitation

Ok I have a 04 R1. The problem is with a throttle hesitation. When riding it and crank the throttle wide open it will really hesitate to take off. Even on the bike stand in neutral it will do the same thing. If I give the bike wide open throttle at 3k rpm then it will cut out/hesitate at 5k and then rev after that fine. Is there any suggestions for this.
I checked the TPS and it reads 16 when closed and 96 when wide open throttle.

The next thing I was going to drain all of the fuel out, put fresh fuel in with some sea foam cleaner and see if it helps.

Any suggestions? I have a video that you can listen to it and watch the rpm gauge bit it wouldn't let me load it onto this thread.

How many miles on it? How old is the air filter, plugs, oil + filter? Last tune up? Have the throttle bodies ever been cleaned and sync'd? Did it sit for a long time without running? Do I ask too many questions? :D

It actually isn't my bike. It is a good buddy's bike who isn't very mechanically inclined, so that's why I'm working in it. I was suppose to just be doing fork seals because one was leaking but while I had the bike I am checking everything else. After asking him about the hesitation he said it was always there ever since he has had the bike. He has had it for a year now.
Yes the bike has sat for a long time before he got it and he had to take the tank off and clean the whole inside of it before putting that back on.
Besides the tank I don't believe he has ever changed the air filter (I just now changed it before I posted this and it was very dirty)
I just recently changed the oil and oil filter about 400 miles ago.
Throttle bodies I'm sure have never been touched.
Prolly has never had a tune up or new plugs.

There is 16,500 miles on it.

sorry to bring the thread back alive but im having the same problem... 2004 r1 23000 miles. did regular oil, filter change, spark plugs but never clean or sync the throttle body before... any suggestions? thanks in advance!
