Can you give us a detailed description of how are you measuring sag? How many people are helping you?
He has people here telling him what to do, people on WERA telling him what to do, Yoyodyne, and Ohlins that I know of.

I realized the chart I posted stops at 140mm. This one goes higher.

Fork oil will not alter sag figures, but I have always concentrated on how much of the fork travel the rider is using on the track and tuning it so that the lap times are better.

The problem is that there is a big discrepancy in the amount of force shown in each of those charts. I would tend to put more stock in the Ohlins graph.

I do agree with you that 130mm is not a bad number, but those charts confirm that the net effect between 0 and 40mm of stroke at different oil levels is minimal. I think he should get his sag sorted better with spring rate, fine tune it with preload, then ride it and see how much stroke he is really using before adjusting the oil level.

For your weight... on the track, you'll find a 1 spring will work great.. on the street, 975 would be better.. dont bother facking around with different spring rates in each fork, if you were world supersport champ maybe, but really there's little to gain.. t

Using a .95 and 1.00 is a very common way to achieve a .975 spring rate.

to measure the stroke I put the bike on the kickstand and used a jack to get the front wheel up....measuring from dust seal to the bottom of the inner tube.

then I took the bike off the kickstand allowing the weight of the bike to settle on the forks and repeated the above steps to get the measurement between the zip tie and bottom of the fork travel

then repeat the above steps but sat on the bike and balance myself for a second and then measured with above method

What is the rear shock you are using? Stock or aftermarket? Do you know the spring rate on them?

Ok took it out for a spirited street ride, including a 100 mph sweeper but no drastic braking (had my leathers on)
settings-compression 5 clicks out / Rebound 6 clicks out / preload 3 1/2 turns out

this is where my zip tie ended up, I am afraid that on the track I would bottom them out?

I did brake once pretty good and that put the zip tie all the way down but I moved it back up before going thru some nice turns

That is still a bunch of travel in hand. I just wonder why you didn't listen to the advice about the clicker adjustment. 6 clicks out from full stiff rebound is WAY too tight, it should be more like 12-14. While you are at it I would put the comp and 4 clicks.

Do you think he's packing, more than traveling too far?

How many clicks do those forks have?

That some good amount of slider left... Remember that is either the biggest compression or bump that you experienced for the entire ride.

How's the back feel? Does the bike feel like it's pitching forward too much?
